The economic and social progress of individual regions within a nation inevitably gives rise to issues of uniformity in development, not only across regions but also within them, between their constituent economic entities. It is important to note that this challenge is not confined to geographically expansive countries with numerous regions. If the disparity is not substantial, it may serve as an impetus for underperforming regions. However, an excessive degree of asymmetry can lead to the segmentation of territories into more developed and less developed areas, posing a threat to internal stability within the nation. Equalization represents a policy aimed at progressively narrowing the gap between the levels of economic and social advancement across regions. The strategic regulation of imbalances involves adopting a methodological framework that culminates in the formulation of models and the elaboration of measures aimed at harmonizing imbalances within the socio-economic fabric of regions.
