SEMANTIC ANALYSIS OF THE CONCEPT OF «INDUSTRIAL POLICY»

Abstract (English):
The article highlights the relevance of the research topic related to the theoretical aspects of understanding the essence of "industrial policy". The purpose of the research is to identify the historical and modern accents of the concepts of "industrial policy" and "strategic industrial policy", to develop the author's understanding of the conceptual framework. A study of scientific papers has shown the evolution of the term "industrial policy", borrowed from Western economic literature in the early 1990s. By now, due to the more active development of economic society and the emergence of the digital economy, new interpretations are emerging along with resource-based, sectoral and institutional approaches to explaining the concept of "industrial policy." The main goal of industrial policy is to form an effective management system at the strategic level, and, consequently, a new concept of "strategic industrial policy" is being formed and developed, which is also considered in the context of the innovative development of economic systems. The article presents one of the author's interpretations of the concept of "strategic industrial policy" for the region, which is based on the formation and implementation of a set of measures necessary for the long-term sustainable and balanced development of industry, increasing its competitiveness and innovation activity, as well as ensuring economic security and territorial integrity of the region. In the framework of this study, scientific novelty is achieved through a critical analysis of the existing understanding of the category "industrial policy" and the formation of an original interpretation of the concept of "strategic industrial policy". The results of the study of the theoretical and conceptual foundations of "industrial policy" and "strategic industrial policy" can be applied to improve the regulatory framework governing the industrial development of economic systems and business entities.
