INSTRUMENTS FOR ALIGNING SECTORAL AND TERRITORIAL INTERESTS IN THE SYSTEM OF STATE AND MUNICIPAL ADMINISTRATION

Abstract:
The article examines the instruments for reconciling sectoral and territorial interests in the public administration system. The author identifies three groups of such instruments: organizational-regulatory, financial-economic, and partnership-based (integrative). On this basis, the areas of impact, parameters of managerial effectiveness, and risks arising from the misalignment of territorial and sectoral priorities are analyzed. It is shown that the most widely used instruments in practice tend to follow formal procedures, which do not ensure the formation of stable "points of interaction" between local communities and economic agents. It is concluded that it is necessary to introduce mechanisms for comprehensive assessment of territorial consequences of sectoral decisions and associated risks, including through independent monitoring. The results obtained can be used in the development of instruments for inter-level and inter-departmental coordination in the system of state and municipal administration.
