The introduction of digital technologies into all spheres of modern society stimulates economic growth and simultaneously causes digital divides at the interstate and interregional levels. Assessing their level through ongoing monitoring is a prerequisite for developing effective tools for identifying and neutralizing digital threats. Summarizing Russian and international experience in studying digital divides allows us to substantiate the theoretical basis for studying their sources and formulate methodological approaches to conducting assessments. The development and ongoing modernization of digital divide monitoring tools is of scientific and practical interest to government agencies developing programs aimed at ensuring national economic security.
