This article proposes a mechanism for developing the mechanism for implementing the policy of regulation and support for entrepreneurship in the Moscow region. Its structure is formed by three fundamental elements that are essential for the development of the industry: priorities for developing the industry's entrepreneurial potential; entrepreneurial activity in the industry; and the industry's impact on the economic and social development of the country and the region. These elements, and their combination, can be considered the foundation for implementing state programs in the Moscow Region and offer a set of resources and tools that can be used in practical development activities. The mechanism integrates state and market instruments aimed at increasing the competitiveness of small and medium-sized businesses, creating jobs, and promoting sustainable economic growth in the region. Key priorities for regulatory optimization are identified, including financial accessibility, infrastructure development, stimulating innovation, and strengthening human capital.
