The article considers the views of scientists on the concept of "personnel potential of rural areas." Human resources at the level of rural areas are not just characteristics of human resources (a set of individual abilities and capabilities), but also demographic, production, socio-economic, technological and other indicators of each specific territory or region. The main approaches to assessing the human resources potential of rural areas and at the regional level are given. A number of authors develop methods based only on quantitative indicators (demographic, economic and social), others - on a comprehensive analysis of quantitative and qualitative indicators (education, physical and psychological potential of an employee, etc.), while still others - propose to assess the effectiveness of human resources as a component innovative potential of Russia. Information and methodological limitations of the differentiation of indicators of the professional and qualification composition of the workforce have been identified, which explain the fragmentation of the points of view of methods for assessing personnel potential. Attention was focused on areas to improve the personnel support system for rural areas of the Russian Federation, which contribute to increasing the competitiveness of domestic agricultural producers in the context of import substitution and the integrated development of rural areas.
