ABSTRACT

The author discusses economic basis for the development of the transport system and considers the dynamic of transport costs of Federal districts of the Russian Federation. Also industry most dependent on transportation costs (based on data from 2005–2013) selected. The need of consideration of the development of regional transport systems in close connection with regional economy is noted. Discussing the approaches to study the connection between economic and transport systems, the author analyses the impact of the creation some oil transportation systems on economic development of regions and makes the conclusions about the differences of influence.

Мировое экономическое и политическое сообщество уже давно признало необходимость формирования экономической политики стран в таком ключе, чтобы она способствовала развитию сложных национальных экономик. В докладе Эрика С. Райнерта [11], эксперта с сорокалетним опытом работы в ООН и правительствах разных стран, прозвучали мысли о том, что в настоящее время ставки необходимо делать на создание мощных производительных сил и их гармоничное распределение на территории страны. Для Российской Федерации указанная парадигма актуализировалась вследствие осуществления взаимной санкционной политики (в отношении Европейского Союза).
Особую роль в описанной парадигме занимает именно региональная экономика. Она пришла на смену представлениям о национальной экономике как об объекте однородном, лишенном внутренней структуры. В недавнем прошлом можно с легкостью найти примеры экономического управления Российской Федерацией как «точечной экономикой», или «экономикой без размеров» [9]. Однако для Российской Федерации с ее огромными пространствами и значительной экономической дифференциацией территорий принцип учета регионального фактора в национальном управлении является исключительно важным.
