The article is devoted to sustainable development and sustainable growth of socio-economic systems of Russian regions. It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

Проблема разработки стратегии устойчивого роста регионов России сегодня крайне актуальна. Ее решение стоит на повестке дня федерального и региональных правительств. Поиску путей устойчивого роста посвящена «Стратегия – 2020: Новая модель роста». Эта стратегия предлагает пути устойчивого развития, но и она далека от совершенства хотя бы потому, что в ней недопустимо мало внимания уделяется экологическому фактору, который, наравне с экономическим и социальным, формирует устойчивый рост социально-экономической системы. В данном документе говорится, что перед нашей страной стоит задача выхода на траекторию устойчивого и сбалансированного роста в целях модернизации и догоняющего развития, перехода к инновационной стадии экономического развития и создания соответствующей ей инфраструктуры постиндустриального общества [3, с. 4]. «Стратегия базируется на двух основаниях – новая модель экономического роста и новая социальная политика» [3, с. 4]. При этом значение экологического фактора явно принижается, хотя в соответствии с концепцией устойчивого развития [1] этот фактор является равнозначным и должен быть рассмотрен как определяющий устойчивый рост.
