In article the results of monitoring of rectorial and decanal cases, scientific researches and educational and methodical development capable to give scientific and methodical support of activity of high school heads are presented.

Уроки истории. В конце прошлого века советская система высшего профессионального образования попала в жесточайший кризис. Сформированная для выполнения заказа лишь одного заказчика — государства, ― система перестала соответствовать изменившимся условиям и новым требованиям, и не имея других опор (родители, выпускники, работодатели, общество), потеряла свою устойчивость.
Традиционные условия управленческой деятельности в советский период сводились к следующим моментам:
- централизованное распределение выпускников;
- высокое качество отбора абитуриентов по их успеваемости;
- приоритетная роль учебного процесса;
- слабое развитие информационных технологий;
- сравнительно высокий уровень материального обеспечения и мотивации труда преподавателей;
- временнóе ограничение для занятия должности заведующего кафедрой — 5 лет (следующие 5 лет — с разрешения Минвуза СССР).
