THEORETICAL FOUNDATIONS OF THE STUDY OF THE BALANCE OF LABOR RESOURCES IN THE NATIONAL ECONOMY

Abstract:
The article discusses the theoretical foundations of the study of the balance of labor resources as a tool for analyzing the state and prospects of the national economy. The relevance of the topic is due to the need to ensure consistency between the size, structure and quality of the workforce, on the one hand, and the needs of the economy for labor resources, on the other. In modern conditions, the balance of labor resources is of fundamental importance due to demographic changes, employment transformation, digitalization of production processes, changes in the professional and qualification structure of labor demand and increased territorial differentiation of labor markets. The purpose of the study is to reveal the theoretical foundations of the study of the balance of labor resources and to determine its role in regulating the social and labor sphere of the national economy. The article clarifies the content of the category "balance of labor resources", discusses its main elements, functions, levels of analysis and methodological approaches to construction. The interrelation of the balance of labor resources with the employment of the population, demographic development, professional training, labor productivity and structural changes in the economy is revealed. As a result of the research, it is proved that the balance of labor resources acts not only as an accounting and statistical tool, but also as a theoretical and methodological basis for forecasting the economy's need for labor, identifying labor imbalances and developing employment regulation measures. The conclusion is made about the need for a comprehensive analysis of the balance of labor resources, taking into account the quantitative, qualitative, sectoral, professional and territorial characteristics of the workforce.
