The article examines the current problems associated with the development of municipal-private partnerships in single-industry towns. The purpose of the study is to systematize the factors restricting the implementation of partnership projects and to substantiate measures aimed at improving their effectiveness. The research employs the methods of analysis, comparison, generalization and systematization of scientific approaches. It has been established that municipal-private partnership development is constrained by the low investment attractiveness of single-industry territories, limited local budgets, insufficient commercial returns on infrastructure and social projects, a shortage of professional competencies, inadequate project preparation and the strong dependence of municipalities on town-forming enterprises. The study proposes introducing a project portfolio management approach, establishing regional competence centres, developing multilevel co-financing, involving small and medium-sized enterprises, improving risk allocation and strengthening financial and public control. It is concluded that municipal-private partnerships should be aimed not only at infrastructure modernization but also at economic diversification, job creation and improving the quality of life in single-industry towns
