The article examines the current problems of the formation and development of the labour potential of rural areas amid population decline, youth migration and the technological modernisation of the agro-industrial complex. The purpose of the study is to identify the main factors limiting the reproduction of labour resources in the rural economy and to substantiate possible measures to overcome them. The methodological framework includes systemic, comparative and statistical approaches, as well as methods of analysis and generalisation of scientific concepts. The study analyses changes in employment and labour productivity in agriculture, forestry, hunting, fishing and aquaculture between 2018 and 2024. It is established that the reduction in the number of employees is accompanied by an increase in labour productivity. However, technological modernisation does not fully compensate for the shortage of qualified personnel and the narrowing demographic base of rural areas. The authors substantiate the need for an integrated approach to labour potential development, including the improvement of vocational education, retention of young people, diversification of rural employment, modernisation of social infrastructure and coordination of personnel policies pursued by public authorities, municipalities, educational institutions and employers
