This article provides a comprehensive study of the political and economic factors determining the stability of regional socio-economic systems in the context of increasing global instability and transformation of internal institutions. The dualistic nature of regional sustainability, combining economic efficiency and political stability of institutional structures, is investigated. The authors analyze the mechanisms of influence of public administration, electoral cycles and inter-budgetary relations on the region's ability to resist external shocks. The paper proposes the author's classification of sustainability factors, highlights the political and economic determinants that hinder or contribute to the innovative development of territories. The scientific significance of the research lies in the development of a conceptual model for assessing the impact of political institutions on the economic dynamics of subjects. A methodology for assessing the "institutional safety margin" of the regional economy based on the synthesis of indicators of trust in government and business activity is proposed. The results of the study can be used by government authorities to adjust strategies for the socio-economic development of regions and improve the effectiveness of crisis management. It is concluded that institutional trust and the quality of regional political regimes are the basic predictors of the long-term sustainability of the region's economy.
