The relevance of the study of the theoretical and methodological foundations for assessing threats and challenges to regional personnel security as a subsystem of economic security is confirmed by existing economic and geopolitical conditions and factors, as well as the norms of strategic planning documents. The novelty of this area of economic science determines the presence of areas that require close attention and detailed study. The article contains a brief theoretical analysis of the content and methods of calculating indicators characterizing the supply on the regional labor market, which allowed to create an author's approach to assessing available resources. We propose to conduct an investigation of the degree to which it is possible to meet human resources needs by determining the number of unemployed workers of working age. The conducted testing on current analytical data made it possible to identify the presence of a threat to regional personnel security in the field of the target conceptual framework. The steady trend towards a decrease in the number of available labor resources of working age and the degree to which they meet the needs of the economy, combined with forecasting, allows us to expect an aggravation of the situation in the short term.
