REPRODUCTION OF LABOR RESOURCES FOR THE AGRO-INDUSTRIAL COMPLEX OF RUSSIA: INSTITUTIONAL MECHANISMS OF CONTINUOUS EDUCATION AND REGIONAL DIFFERENTIATION

Abstract:
The article examines the institutional mechanisms for the formation and reproduction of labor resources for the agro-industrial complex of the Russian Federation. Based on the analysis of federal statistical data, normative legal acts, and materials from the implementation of the national project "Technological Support for Food Security", the role of the system of continuous agricultural education in overcoming the labor shortage in rural areas is revealed. Special attention is paid to the regional differentiation of approaches to involving youth in the agricultural sector (using the examples of Samara, Chelyabinsk, and Nizhny Novgorod regions). The scientific novelty consists in the development of the author's methodology for assessing the long-term economic effect of implementing a continuous model of labor resource training (NPV, B/C ratio) and an integral index of labor force reproduction efficiency (IILRE), which takes into account coverage, transit, and retention. Testing on the data of the Samara region showed that every budget ruble invested in continuous education generates about 15 rubles of economic benefits by reducing the labor resources deficit and increasing the productivity of the employed. A comparative analysis of three regional models revealed that sustainable reproduction of labor resources is achieved when the transit of more than 65% of graduates of agro-classes into vocational training is combined with their retention in rural areas for at least 3 years (retention rate > 50%). Prospects for further research are related to taking into account infrastructure factors affecting the migration behavior of rural youth.
