The purpose of the study is to assess the internal environment of the Penza region in compar-ison with the Russian Federation for 2014-2023, which is the 3rd stage of transformation as-sociated with a change in the structure of sources of investment in fixed assets in the industry. The calculation of the average geometric parameters of agriculture at the 1st (1995-2005), 2nd (2006-2013) and 3rd (2014-2023) stages of transformation revealed a change in growth and decline trends, on the basis of which strengths, neutrals and weaknesses were identified for the 3rd stage of transformation using SNW-analysis. Strategic priorities have been identi-fied in managing the transformation of agriculture in the Penza region, which include the acreage of sugar beet, potatoes and vegetables, the harvest of vegetables, the number of cows and milk production, as well as the average annual wool shearing per sheep (in physical weight) in the agricultural sector.
