The article discusses the problem of transforming the energy infrastructure of the constituent entities of the Russian Federation in the context of increasing wear and tear of fixed assets and the need to ensure technological sovereignty. Based on the analysis of statistical data, a critical regional disproportion in the generation structure was revealed: industrial centers demonstrate a practically zero share of renewable energy sources (RES), which creates risks of dependence on raw material market conditions and perpetuates technological lag. The necessity of transition from isolated experiments to systematic planning of "green" energy as a driver for the modernization of obsolete equipment is substantiated. The author has developed a comprehensive assessment mechanism and a priority matrix for RES projects, enabling regions to shift from a reactive energy supply model to proactive management of their own resource potential
