The relevance of this study stems from the need to assess the adaptive potential of agricultural organizations in the context of changing foreign economic conditions after 2022. The objective of the study is to develop a mechanism for the targeted redistribution of state support for agriculture, ensuring the sustainable development of the sector in the face of foreign economic restrictions. The methodology is based on a comparative analysis of dynamic data series on profits, profitability, and the volume of state support for the periods 2014-2021 and 2022-2023. The obtained results indicate a significant, albeit asymmetric, adaptation of the agricultural sector to restrictions. Large enterprises demonstrate profit growth against the backdrop of increased state support, while small and medium-sized businesses faced a decrease in profitability and a simultaneous increase in the share of unprofitable organizations. The identified imbalance indicates the insufficient effectiveness of existing support instruments and creates systemic risks for the sustainable development of the industry. Based on the analysis, a mechanism for targeted aid redistribution was developed, combining quota-based funding for small businesses, a point-based assessment of applications, and adaptive regulation aimed at reducing losses and increasing labor productivity across all business categories.
