The article examines approaches to program-oriented regulation of the development of social infrastructure in rural areas in the context of the transition to a model of development of anchor settlements as social service centers. The analysis of the mechanisms of state support for the development of social infrastructure in rural areas within the framework of the implementation of the state program "Integrated Rural Development" is carried out. The assessment of the implementation of the federal project "Modern appearance of rural areas" as the main mechanism aimed at increasing the accessibility and provision of social facilities to the rural population has been carried out. The results of the federal project were evaluated by the number of implemented initiative projects and commissioned social infrastructure facilities for the period 2020-2024 in the Russian Federation, federal districts and subjects of Russia as a whole. The review of the main national government programs ("Development of education", "Development of healthcare", "Development of culture", "Development of physical culture and sports") is carried out in terms of activities implemented in rural areas, the results achieved and their cumulative contribution to improving the provision and accessibility of social infrastructure to the rural population. The experience of implementing program measures for the development of social infrastructure has been systematized and the factors influencing the effectiveness of their implementation have been identified. A critical analysis of competitive procedures regarding the autonomy of project selection at the municipal level is presented.
