The article considers topical issues of forming institutional mechanisms for integrating scientific, technical and industrial policies in the context of ensuring the technological sovereignty of the Russian Federation. The authors conduct a comprehensive analysis of the current state of the institutional environment for interaction between scientific organizations and industrial enterprises, identifying key barriers and contradictions in the existing system of technological development management. The study is based on a systems approach using methods of institutional, statistical and economic analysis. Particular attention is paid to the theoretical understanding of the concept of technological sovereignty as a multifaceted phenomenon that is not limited to simple import substitution, but represents a dynamic characteristic of the state's ability to control critical technological competencies. The authors propose a three-level model of institutional mechanisms, including strategic, tactical and operational levels of management. A comprehensive system of indicators for assessing the effectiveness of integration processes has been developed, covering indicators of performance, process efficiency and development sustainability. Of particular importance is the proposed system of digital platforms for information interaction between participants in the innovation process. The practical value of the study lies in the development of specific recommendations for improving the regulatory framework, organizational structures and financial mechanisms for supporting innovative activities. The proposed step-by-step approach to the implementation of institutional transformations allows us to minimize risks and ensure the accumulation of positive experience for subsequent scaling to various sectors of the economy.
