The relevance of the study is due to the importance of sustainable development of production and sales of motor fuel to achieve national development goals and strengthen Russia's economic security. The purpose of the study is to identify trends and problems in the development of production and sales of motor fuel in Russia, as well as develop recommendations for their solution. Research objectives: to reflect the specifics of organizing the production and sales of motor fuel in Russia; conduct an analysis of the development of production and sales of motor fuel under conditions of sanctions pressure and identify pressing problems; offer directions for increasing the contribution of motor fuel production and sales to strengthening Russia's economic security. Research methods: economic and statistical, comparisons, deduction, scientific abstraction, analogies. Research results: it was revealed that until 2023, the production of gasoline and diesel fuel in Russia grew steadily, despite the negative impact of geopolitical challenges, which made it possible, in addition to saturating the domestic market, to receive export revenues, but the decline in motor fuel production in 2024 required the introduction of a temporary ban on the export of gasoline, which accounts for over 60% of retail sales of motor fuel. An important role in the production and sales of motor fuel in Russia is played by vertically integrated oil companies that have concluded investment agreements on the modernization and creation of new oil refining units, as well as using the investment allowance mechanism, exchange sales standards and a damping mechanism are used to stabilize the domestic motor fuel market. It is recommended to maintain the program for the modernization of processing facilities, while increasing the standards for exchange sales of gasoline and diesel fuel, to introduce preferential leasing for vehicles running on gas engine fuel, exempting them from transport tax.
