INDICATORS FOR EVALUATING THE EFFECTIVENESS AND EFFICIENCY OF PROCUREMENT

Abstract (English):
The article is devoted to the analysis of economic aspects of procurement management in various structures, including the system of the Ministry of Internal Affairs of the Russian Federation, state corporations, joint-stock companies with state participation and organizations of the defense industry complex. The purpose of this study is practical approaches to optimizing costs and increasing the economic efficiency of procurement related to the specifics of organizing procurement in the system of internal affairs bodies of the Russian Federation. Examples of economic analysis and approaches to assessing economic efficiency in conducting procurement procedures are given. The article emphasizes the importance of introducing modern economic tools and techniques aimed at minimizing costs and improving the quality of purchased goods, works and services. The issues of procurement planning, market analysis, determining the initial (maximum) price of contracts, as well as methods of risk management and preventing economic losses are considered. Particular attention is paid to the role of monitoring and control of procurement activities in terms of assessing economic efficiency and effectiveness. Existing approaches are analyzed and recommendations are proposed for improving monitoring procedures that allow identifying savings reserves and increasing the transparency of budget spending. In the context of procurement management in state corporations and companies with state participation, we will pay attention to the need to develop and implement internal economic standards and regulations that take into account the specifics of the activity and ensure the efficient use of resources. It is concluded that the use of modern economic approaches and analysis methods in procurement activities can significantly improve the financial results of organizations, minimize the risks of inefficient spending of funds and ensure the rational use of resources, both at the level of government agencies, such as the internal affairs agencies of the Russian Federation, and in the corporate sector.
