В статье решается научная проблема методологического несоответствия между общими принципами стратегического планирования и спецификой кадрового обеспечения высокотехнологичных отраслей. Автором разработана методология стратегического планирования кадрового обеспечения предприятий приборостроения, интегрирующая положения модельного закона СНГ с отраслевыми особенностями производственного цикла и требованиями технологического суверенитета. Научная новизна исследования заключается в адаптации структурных единиц представления знаний к задачам кадрового прогнозирования, обосновании конфигурации методов адаптивного управления и разработке алгоритма опережающего выявления потребности в специалистах новых компетенций

This article addresses the scientific problem of methodological mismatch between the general principles of strategic planning and the specific staffing requirements of high-tech industries. The author develops a methodology for strategic workforce planning in instrument engineering enterprises, integrating the provisions of the Commonwealth of Independent States (CIS) Model Law with industry-specific production cycles and technological sovereignty requirements. The scientific novelty of the research lies in adapting structural units of knowledge representation to workforce forecasting tasks, justifying the configuration of adaptive management methods, and developing an algorithm for the proactive identification of demand for specialists with new competencies
